IR routers band locking

At present, the locked frequency band can only be filled in through AT initialization command
Format:   AT+QCFG="band",<bandval>,<Itebandval>
<bandval>: Configure GSM/WCDMA frequency bands. 
0: Do not change the existing configuration.
<Itebandval>: Configure LTE frequency band (the parameter name you provided may be incorrect, presumably LTE band). 
0: Do not change the existing configuration.
