IR302 won't factory reset

I have an IR302 that I acquired second hand. I have been trying to follow the instructions I found online to do a factory reset on the unit but it does not seem to work. I can't get the status LED to ever turn off after the first press of the reset button. I release it when it goes solid but then the boot up process just continues and the cellular LED starts flashing and eventually goes solid as well.

In looking at your manuals, I also notice that the unit in my possession looks a bit different from the others. There is no WIFI antenna port or WIFI LED on the front. In place of the wifi antenna port there is a black plug that fills the hole.

Do you have any idea why I am unable to factory reset this unit? I am using this process to attempt the reset:

Step 1. Locate the RESET button on the device;

Step 2. Turn on the device’s power; within 10 seconds, press and hold RESET button;

Step 3. When Status LED is on, release the RESET button;

Step 4. Within a few seconds, Status LED should go off; then press and hold the RESET button again;

Step 5. When the Status LED is on, release the RESET button, and that means Router is now restoring to factory default settings;
